Whether you need Capital Needs Assessments (CNA) or Physical Needs Assessments (PNA) E&A Team's experienced inspectors will do an extensive and accurate assessment of your property.
E&A Team provides the following Property Assessments:
Capital Needs Assessments
- An extensive analysis of the property and an estimate of the costs to maintain the property over time
- All major building systems — building envelope, exterior, site, interior finishes, architectural items, etc. — are reviewed during an on-site visit.
- The useful life of the building components are estimated, along with the remaining useful life, to determine when each building component will need to be replaced.
- Costs for those replacements are estimated in today’s dollars and costs are projected into the future.
- The Capital Needs Assessment (CNA) for USDA/RD properties is an extensive analysis of the property per RD’s Unnumbered Letter “Guidance on the Capital Needs Assessment Process” published each year.
- A 20- year timeframe for analysis is used.
Physical Needs Assessments
- Helps with long term planning needs, allowing property management to make informed decisions on the amount of money to be set aside monthly per unit in order to maintain the property over time.
- Timeframe for analysis is typically 30 years (or the remaining loan life plus two years, whichever is less).
- Performed as an independent third-party under contract, in accordance with industry standards, as required by HUD.
- Includes meeting the “Standard Guide for Property Condition Assessments, Baseline Property Condition Assessment Process,” ASTM E2018-08, using industry standard information from the Marshall Valuation Service Life Guidelines all in accordance with HUD requirements. The ASTM property inspection is a “walk through survey” and a “non-intrusive visual observation.”
- Addresses all requirements of the HUD Mortgagee Letter regarding accessibility compliance.
- Additional due diligence may be required, typically for older properties (greater than 30 years old), for such issues as lead-based paint, environmental, health, safety, or concerns over aged plumbing, electrical, or mechanical systems.
E&A Team requires an up-to-date accessibility compliance report as part of each CNA or PNA contract.
