Accessibility Inspections

Since 1992, E&A Team, Inc. has been providing quality accessibility site inspections on multifamily housing complexes regarding compliance with the ADA, Section 504 and Fair Housing Act. E&A has performed inspections in all 50 states plus Guam, Puerto Rico and the Virgin Islands.  E&A Team has inspected more than 200,000 multifamily units.

E&A performs the following types of Inspections and Reviews:

Our inspection includes a site visit to the property by trained E&A staff who review the site, all public and common areas, and units, as applicable.

The inspection identifies all the accessibility and adaptability items which are out of compliance on the property.

E&A’s report will list all items out of compliance, what alterations must be made to the property to comply with all accessibility requirements, a rough estimate of costs to correct deficiencies, and a proposed time frame for the corrective actions.

Section 504 Accessibility Inspections (504 Plans)

E&A Team’s Section 504 Accessibility Inspections are done to verify compliance with Section 504 of the Rehabilitation Act of 1973 (one of three Federal laws on accessibility)
  • The property is inspected for compliance with the Uniform Federal Accessibility Standards (UFAS)**
  • Provided for federally funded Multi-Family Housing properties. (As part of funding agency requirements)
  • E&A Team performs a SENAT inspection (short for Self Evaluation, Needs Assessment and Transition Plan).  Often referred to as a “504 Plan”
  • Our inspection includes a site visit to review the site, all public and common areas, and all required accessible units.  (If a property has no accessible units, but should, a typical unit is reviewed to determine costs for conversion to an accessible unit).

Americans with Disabilities Act (ADA) Inspections

E&A Team’s ADA Inspections are done to verify compliance with the Americans with Disabilities Act, passed in 1990.
  • All “Places of public accommodation” must comply with the Americans with Disabilities Act Accessibility Guidelines (ADAAG).  The revised ADAAG standard is referred to as ADAAG 2010.
  • Provided for any building or facility open to the public whether publicly or privately funded.
  • ADA compliance is required for new and existing buildings and facilities.

Fair Housing Inspections

E&A Team Fair Housing Inspections are performed to verify compliance with the Fair Housing Amendments Act, passed in 1988.

  • The property is inspected for compliance with the Fair Housing Act Accessibility Guidelines.  HUD provided the FHA Design Manual as a guide to meeting the standards.
  • Provided for Multi-Family Housing receiving a Certificate of Occupancy (CO) after March 13, 1991.
  • Our inspection includes a site visit to review the site, all public and common areas, and a percentage of required “covered units”.

Accessibility Construction Inspections

Inspections of a new multi-family housing property under construction are to verify that accessibility features are being included, are installed according to the plans and specifications, and installed to meet standards and requirements.
Customized to 3 – 4 different stages of inspection. (Typically framing of interiors, site development, and final stages.)
Imagine the savings to have a new property inspected as it is being built to make sure that the new construction is in accordance with the plans and laws, rather than have to tear work out and re-do it when it’s discovered at the final inspection and you have tenants ready to move in.
E&A Team’s inspectors will perform three or four on-site inspections of your property to insure that the project is being constructed according to the applicable accessibility standards.

Blue Print and Spec Reviews

Blueprint and specifications will be reviewed by an E&A Team member who has special training in accessibility issues and compliance.  This review is an analysis of all site, architectural, engineering drawings, and specifications for the proposed development, reviewing them for compliance with accessibility laws and standards.

After the review is completed, our team member will compose a report detailing the potential areas of noncompliance and all out of compliance issues, often with recommendations for corrective actions.

If corrective actions are numerous or complex, E&A may recommend a second review.
